When the 'Returned to Officer' status event is used to return an incident to an officer for corrections, that will only put a notification on the scorecard of the officer listed as "Officer 1" on the incident.  

If you have back-up officers and they have added a supplemental report to the incident and it is found that they need to make corrections to it, the status event will not put the incident back on their scorecard for corrections.  To notify those back-up officers of their reports needing correction, use the 'Send Via Message' button on the main incident page: 

You can then choose the officer that wrote the supplement as the recipient and the message they'll receive is pre-populated with info on that incident.  You can still type in the body of the message, letting them know their narrative needs correction, and this is what that user will see in their messages: 

The hyperlink in the message will take them straight to the incident where they can make their changes to their supplemental reports.
